On September 30, 1950, the Central Standing Committee (Tenure I) issued the Decision No. 57-QN / TW to establish the Central Economic Committee. This is the advisory and assisting agency for the Party Central Committee, directly and regularly for the Politburo and the Secretariat in building and perfecting the economic institutions; in planning major and important guidelines and policies on socio-economy.
MINISTRY OF CONSTRUCTION
On 29-4-1958, the Resolution of the period VIII National Assembly Session I by President Ho Chi Minh presided over the decision to establish the Architecture Ministry – now the Ministry of Construction. The Ministry of Construction is a Government agency, performing the function of state management on: Construction planning & architecture; Construction investment activities; Urban development; Technical infrastructure; Housing; Office; Real estate market; Building materials; State management on public services in the fields of state management of the Ministry in accordance with the law.

URBAN DEVELOPMENT AGENCY OF THE MINISTRY OF CONSTRUCTION
Urban Development Agency is an organization under the Ministry of Construction, performing the function to advise and assist the Minister in state management and law enforcement, focusing on the implementation of programs and projects in the field of urban development by the Ministry as an investor or controlling investments under the field of state management of the Ministry as assigned, authorized by the Minister. Urban Development Agency has legal status, the seal for the transaction, and has been allowed to open an account at the State Treasury and banks in accordance with the provisions of law.
